A few questions

This is a self-check against Directive (EU) 2019/882. It is not legal advice.

1. Can consumers in the EU use or buy what you offer?
2. What do you offer? Tick everything that fits.

What next?

If the check points to in scope, a free scan of the real site is a good first step. This tool looks at one thing at a time. It cannot tell you whether a whole website meets a standard or a law.

How it works

  1. You say whether consumers in the EU can use or buy what you offer, and pick the products and services that fit. These match the lists in Article 2 of Directive (EU) 2019/882.
  2. For services, the size questions work out the micro-enterprise test in Article 3(23): fewer than 10 people, and turnover or balance sheet total of no more than EUR 2 million. If you are a service micro-enterprise, Article 4(5) exempts you from the service requirements.
  3. The tool then sorts the answer into three groups: probably in scope, probably not in scope or exempt, and not clear yet. Every finding names the article it comes from.
  4. Where an answer is missing or the facts are borderline, the tool says it is not clear and does not guess.
  5. If you are answering for a client, you can copy a short neutral note to send them. It states no legal conclusion.

Questions

Who does the European Accessibility Act cover?

It covers the products and services listed in Article 2: for example e-commerce, consumer banking, e-books, electronic communications, audiovisual media access, parts of passenger transport, and some products such as computers, smartphones, payment terminals and e-readers. National rules have applied since 28 June 2025.

Does it apply to a business outside the EU?

It can. Article 3(4) defines a service provider as anyone who provides a service on the Union market or offers one to consumers in the Union. A shop outside the EU that sells covered services to EU consumers can be covered.

What is the micro-enterprise exemption?

Article 4(5) exempts micro-enterprises that provide services from the accessibility requirements for services. Article 3(23) defines a micro-enterprise as fewer than 10 people and annual turnover or balance sheet total of no more than EUR 2 million. The exemption is for services only: micro-enterprises that deal in products are not exempt in the same way.

Does my company group affect the exemption?

It can. The directive says a business only benefits as a micro-enterprise if it genuinely meets the definition in Commission Recommendation 2003/361/EC and the related case law, which look at partner and linked companies. If you are part of a group, a lawyer should check the numbers.

Is this legal advice?

No. It is a plain-language self-check that follows the text of the directive. National laws differ in the details, and your facts may not fit the questions. For a decision that matters, ask a lawyer or the authority in your country.
